II. Disability Benefits

1. Forms of disability benefit according to disability grade





- For Grades 4 ~ 7, select the form of disability benefit by submitting a “Confirmation Letter on Selection of Lump-sum Disability Compensation · Disability Compensation Annuity” to the Korea Workers’ Compensation and Welfare Service.

2. Calculation of lump-sum disability compensation annuity
- Lump-sum disability compensation annuity is calculated as follows:
Lump-sum disability compensation annuity = disability grade x average daily wage
- Persons eligible for lump-sum disability compensation: persons with Grade 4 ~ 7 disabilities who choose a lump-sum payment, or those with Grade 8 ~ 14 disabilities.
- Average daily wage in 2022: KRW 73,280 (minimum) ~ KRW 232,664 (maximum)
- Base date for lump-sum payment: lump-sum payment is calculated according to the following criteria and grade of disability



3. Calculating disability compensation annuity
- Disability compensation annuity is calculated as follows:
Monthly disability compensation = disability grade-based days x average daily wage / 12 months
- Persons eligible for disability compensation annuity: Grade 1 ~ 3 or those with Grade 4 ~ 7 disabilities who choose annuity
- Average daily wage in 2022: KRW 73,280 (minimum) ~ KRW 232,664 (maximum)
- Base date for annuity: Annuity payment is calculated according to the following criteria and grade of disability.





4. Loss of ability to work, by disability grade and pneumoconiosis grade



5. Disability Grades (Grade 1 ~ 14)

Grade 1
1. Blind in both eyes
2. Complete loss of both the ability to speak and chew
3. Care required at all times because of a significant impairment in nervous system functions or other neurological disorder
4. Care required at all times because of a significant impairment in thoracic or abdominal organ functions
5. Both arms severed above the elbow joint
6. Complete loss of the use of both arms
7. Both legs severed above the knee joint
8. Complete loss of the use of both legs
9. Pneumoconiosis, such as asbestosis or silicosis, Type 1 or higher, and a severe impairment in cardiopulmonary function at the same time
Grade 2
1. Blind in one eye and less than 0.02 visual acuity on the LogMAR scale in the other eye
2. Visual acuity in both eyes is less than 0.02 on the LogMAR scale
3. Complete loss of both arms above the wrist joint
4. Complete loss of both legs above the ankle joint
5. Frequent care needed because of a significant impairment in nervous system functions or other neurological disorder
6. Frequent care needed because of a significant impairment in thoracic and abdominal organ functions




Grade 3



Grade 3
1. Blind in one eye and less than 0.06 visual acuity on the LogMAR scale in the other eye
2. Complete loss of the ability to speak or chew
3. Unable to engage in labor for the rest of his or her life due to a significant impairment of nervous system functions or other neurological disorder
4. Unable to engage in labor for the rest of his or her life due to a significant impairment in thoracic and/or abdominal organ functions
5. Loss of all fingers of both hands
6. Pneumoconiosis Type 1 or higher and a moderate impairment in cardiopulmonary function at the same time
Grade 4
1. Less than 0.06 visual acuity on the LogMAR scale in both eyes
2. Significant impairments in speech and chewing
3. Complete loss of hearing in both ears due to complete eardrum loss or other causes
4. Loss of one arm above the elbow joint
5. Loss of one leg above the knee joint
6. Impaired use of all fingers of both hands
7. Loss of both feet below the ankle (tarsometatarsal joint)
Grade 5
1. Blind in one eye and less than 0.1 visual acuity on the LogMAR scale in the other eye
2. Loss of one arm above the wrist joint3. Loss of one leg above the ankle joint to the knee.
4. Complete loss of the use of one arm
5. Complete loss of the use of one leg
6. Loss of all the toes of both feet
7. Unable to engage in anything other than particularly easy work due to a significant impairment of thoracic and abdominal organ functions
8. Unable to engage in anything other than particularly easy work due to a significant impairment of nervous system functions or other neurological disorder
9. Pneumoconiosis type 4 and a mild impairment in cardiopulmonary function at the same time



Grade 6


Grade 6
1. Less than 0.1 visual acuity on the LogMAR scale in both eyes
2. Significant impairment in speech or chewing
3. Near complete loss of eardrums or loss of hearing due to other causes to the point where voices cannot be heard unless spoken directly into the ears
4. Complete deafness in one ear and hearing loss in the other ear precluding the ability to hear normal voices at a distance of more than 40 centimeters
5. Extreme dysfunction or a high degree of functional impairment in the spinal column, and an extreme spinal neuromuscular impairment at the same time
6. Use of two of the three major joints of one arm is impaired
7. Use of two of the three major joints of one leg is impaired8. Loss of 5 fingers on one hand or 4 fingers including the thumb and index finger












Grade 7












Grade 7
1. Blind in one eye and less than 0.6 visual acuity on the LogMAR scale in the other eye
2. Hearing loss in both ears to the point where normal voices cannot be heard at a distance of more than 40 centimeters distance
3. Completely deaf in one ear and hearing loss in the other ear to the point where normal voices cannot be heard at a distance of more than 1 meter
4. Unable to do anything other than easy tasks due to an impairment of nervous system functions or neurological disorder
5. Unable to do anything other than easy tasks due to an impairment of thoracic and abdominal organ functions
6. Loss of the thumb and index finger of one hand or 3 or more fingers, including the thumb or index finger
7. Impaired use of 5 fingers on one hand or 4 fingers, including thumb and index finger
8. Loss of one foot above the ankle (tarsometatarsal joint)
9. Clear motor function impairment in one arm due to a delayed union or nonunion where the part moves like a joint.
10. Clear motor function impairment in one leg due to a delayed union or nonunion of a fracture
11. Impaired use of all toes on both feet
12. Severe scarring
13. Loss of both testicles
14. Extreme or high degree of functional impairment in the spinal column, and a high degree of spinal neuromuscular disorder at the same time, or a moderate or extreme deformity in the spinal column and an extreme spinal neuromuscular impairment at the same time
15. Pneumoconiosis type 1, 2 or 3 and a mild impairment in cardiopulmonary function at the same time
Grade 8
1. Blind in one eye or less than 0.02 visual acuity on the LogMAR scale in the other eye
2. Extreme functional impairment in the spinal column, a high degree of functional impairment of the spinal column, and moderate spinal neuromuscular impairment at the same time, moderate functional impairment or an extreme deforming impairment remaining in the spinal column, and high degree of spinal neuromuscular impairment at the same time; or mild functional impairment or moderate deformity of the spinal column, and an extreme spinal neuromuscular impairment at the same time
3. Loss of 2 fingers, including the thumb of one hand
4. Impaired use of the thumb and index finger of one hand, or impaired use of 3 or more fingers, including the thumb or index finger
5. One leg shorter than the other by at least 5 centimeters
6. Impaired use of one of the three major joints of one arm
7. Impaired use of one of the three major joints of one leg
8. Delayed union or nonunion in one arm
9. Delayed union or nonunion in one leg
10. Loss of all five toes of one foot
11. Loss of the spleen or one kidney




Grade 9




Grade 9
1. Less than 0.6 visual acuity on the LogMAR scale in both eyes
2. Less than 0.06 visual acuity on the LogMAR scale in one eye
3. Hemi-blindness or visual stenosis in both eyes
4. Clear loss of the eyelids of both eyes
5. Major loss of the nose
6. Impairment in speech and chewing
7. Hearing in both ears is poor to the point of being incapable of recognizing loud voices at a distance of more than 1 meter
8. Hearing in one ear is poor to the point of being unable to understand loud voices unless they are directly spoken into the ear, and hearing in the other ear is poor to the point of being unable to understand normal voices at a distance of more than 1 meter
9. Complete loss of hearing in one ear
10. Loss of the thumb of one hand, loss of 2 fingers including the index finger, or loss of 3 fingers other than the thumb and index finger
11. Impaired use of 2 fingers, including the thumb of one hand
12. Loss of 2 or more toes, including the big toe of one foot
13. Impaired use of all the toes of one foot
14. Clear impairment of the genital organs
15. Ability to work is considerably limited due to an impairment of nervous system functions or other neurological disorder
16. Ability to work is considerably limited due to an impairment of thoracic and abdominal organ functions
17. High degree of functional impairment in the spinal column, moderate functional impairment or extreme deformity of the spinal column, and a moderate spinal neuromuscular impairment at the same time, mild functional impairment or a moderate deformity, and a high degree of spinal neuromuscular impairment at the same time, or an extreme spinal neuromuscular impairment
18. High degree of scarring
19. Type 3 or 4 pneumoconiosis and a mild impairment in cardiopulmonary function at the same time





Grade 10





Grade 10
1. Less than 0.1 visual acuity in one eye
2. Clear loss of the eyelid of one eye
3. Moderate loss of the nose
4. Impaired speech or chewing
5. Dental prostheses for 14 or more teeth
6. Poor hearing in one ear to the point where loud voices cannot be heard unless they are spoken directly into the ear
7. Poor hearing in both ears to the point where normal voices cannot be understood at a distance of more than 1 meter
8. Moderate functional impairment of the spinal column, extreme deformity of the spinal column, mild or moderate deformity of the spinal column and a moderate spinal neuromuscular impairment remaining in the spinal column at the same time, or a high degree of spinal neuromuscular impairment remaining in the spinal column
9. Loss of the index finger of one hand or loss of 2 fingers other than the thumb and index finger
10. Impaired use of the thumb of one hand, impaired use of 2 fingers, including the index finger, or impaired use of 3 fingers other than the thumb and index finger
11. One leg is shorter than the other by at least 3 centimeters
12. Loss of the big toe or 4 other toes of one foot
13. Significant impairment in the function of one of the three major joints of one arm
14. Clear impairment in the function of one of the three major joints of one leg







Grade 11







Grade 11
1. Clear impairment of control of both eyes or a clear impairment of motor function
2. Clear motor dysfunction in the eyelids of both eyes
3. Loss of part of the eyelids of both eyes
4. Hearing loss in one ear to the point where normal voices cannot be understood at a distance of more than 40 centimeters
5. Poor hearing in both ears to the point where soft voices cannot be heard at a distance of more than 1 meter
6. High degree of loss of the auricles of both ears
7. Mild functional impairment of the spine, high degree of deformity of the spinal column, mild functional impairment or moderate deformity of the spinal column and with a mild spinal neuromuscular impairment at the same time, or moderate spinal neuromuscular impairment of the spinal column
8. Loss of the middle or ring finger of one hand
9. Impaired use of the index finger of one hand or 2 fingers other than the thumb and index finger
10. Impaired use of 2 or more toes, including the big toe of one foot
11. Impaired thoracic and abdominal organ functions
12. Dental prostheses for at least 10 teeth
13. Moderate scarring that affects the appearance
14. Extreme scarring on the exposed surfaces of both arms
15. Extreme scarring on the exposed surfaces of both legs
16. Type 1 pneumoconiosis and a mild impairment of cardiopulmonary function at the same time, Type 2, 3 or 4 pneumoconiosis









Grade 12









Grade 12
1. Clearly impaired control of one eyeball or a clear impairment of motor function
2. Clear motor dysfunction of the eyelid of one eye
3. Loss of part of the eyelid of one eye
4. Dental prostheses for 7 or more teeth
5. High degree of loss of the auricle of one ear or moderate loss of the auricles of both ears
6. Mild loss of the nose
7. Difficulty breathing through the nose or unable to smell
8. A person with a significant deformity in the clavicle, sternum (sternal bone), ribs, scapula (shoulder bone), or pelvis
9. Impairment in the function of one of the three major joints of one arm
10. Impairment in the function of one of the three major joints of one leg
11. Deformity in the thigh bone
12. Impaired use of the middle finger or ring finger of one hand
13. Loss of the second toe of one foot, loss of 2 toes including the second toe, or loss of the smallest 3 toes
14. Impaired use of the big toe or the 4 other toes of one foot
15. Severe neurological symptom in a part of the body
16. Mild functional impairment of the spinal column, moderate deformity of the spinal column, or mild spinal neuromuscular impairment of the spinal column
17. High degree of scarring on the exposed surfaces of both arms
18. High degree of scarring on the exposed surfaces of both legs











Grade 13











Grade 13
1. Less than 0.6 visual acuity on the LogMAR scale in one eye
2. Hemi-blindness or stenosis in one eye
3. Moderate loss of the auricle in one ear or mild loss of the auricles in both ears
4. Dental prostheses for 5 or more teeth
5. Loss of the little finger of one hand
6. Loss of part of the thumb bone of one hand
7. Loss of part of the bone of the index finger of one hand
8. Unable to bend and straighten the distal interphalangeal of the index finger of one hand
9. One leg is shorter than the other by one centimeter or more
10. Loss of one or two toes including or below the middle toe of one foot
11. Impaired use of the second toe of one foot, or impaired use of 2 toes, including the second toe, or impaired use of 3 toes from the middle toe down
12. Mild deformity of the spinal column or organic changes in the injured area of the spinal column
13. Mild scarring affecting the appearance
14. Moderate scarring on the exposed surfaces of both arms
15. Moderate scarring on the exposed surfaces of both legs
16. Type 1 pneumoconiosis




Grade 14





Grade 14
1. Hearing loss in one ear to the point that soft voices cannot be understood at a distance of more than 1 meter
2. Mild loss of the auricle of one ear
3. Dental prostheses for 3 or more teeth
4. Mild scarring on the exposed surfaces of both arms
5. Mild scarring on the exposed surfaces of both legs
6. Impaired use of the little finger of one hand
7. Loss of part of the bones of the fingers other than the thumb and index finger of one hand
8. Unable to bend and straighten the distal interphalangeal other than the thumb and index finger of one hand
9. Impaired use of one or two toes including or below the middle toe of one foot
10. Neurological symptoms in a part of the body
11. Slight deformity of the spinal column or non-organic change in the injured area of the spine
